Candle remember where it was last burnt up to on first burn.

It will only over burn up to the point it was last extinguished. We call this 'candle memory'.

How to fix it?

If you notice early you can use a hair dryer put it to the fist heat, heat the wax until if fully melt the surface until its smooth on the top layer.
